I have the honor to submit the following report of Bureau affairs in general within the 1st Division of the 8" Sub District of this State for the month of November.
As the season of winter approaches the evidences of want on the part of the Freedmen are greatly on the increase, Frequent applications for clothing are made by all classes, particularly by women & children, for whom we have no supply whatever. If it is at all within the reach of the Bureau to supply articles of this kind, I would respectfully suggest that a liberal proportion of clothing of this kind be furnished with that for the use of men.
There is much suffering occasioned to the families of Freedmen on account of the failure to properly respect the obligation of the family relation. Almost daily complaints are made to me by
