B.R.F. & A.L.
Office 3d Div. 9th Sub. Dist.
Woodstock Va. Nov. 30th 1867.

Gen. O. Brown.
Asst. Com'r.

Gen.
I have the honor to report Bureau affairs as assuming a disagreeable aspect since the late elections, owing to the employers & other of the Citizens, annoying the Freedmen in every allowable way, viz. By persecuting them for small debts, rents, overcharges, & by refusing to pay them their wages promptly. -

There is also a concerted (secret) movement to discharge them after a certain time. - Under such an accumalation of annoyances, the Freedmen look forward despondingly to their future. -

The cause of Temperance, remains as last reported.

Very Respectfully.
Your obt. Servt.
J. H. Hall
Lt. V.R.C. & A.S.A.C.
