In compliance with Circular No 6 dated Hd Qrs Asst Comr Va Richmond Va January 29th 1867 I have the honor to report considerable ill feeling toward the colored people in consequence of their actions at the late elections but still it is very quiet; these people believing that they will govern them at the next election. A good many freedmen will probably be thrown out of employment at the end of the year and will not again be kind in order to drive them to other localities.

The schools are improving in numbers and the scholars an making rapid advancement I find the teachers energetic in their duties and the scholars eager to learn. There is a tendency among the grown colored people to neglect rendering such assistance to the teachers as they require in making the school more comfortable I find it more difficult to get them to do for themselves than in other localities.
