General

In compliance with Circ No. 6 Series 1866 Bureau R.F. and .A.L. Head Quarters Asst. Comm'r. State of Va., I have the honor to report that the affairs of this Bureau have been entirely unobstructed, in this county, during the present month. 

As a general thing, the labor contracts of the freedmen have been abided by, and, I believe they will be fairly settled with, at the expiration of their times of service.

The temperance cause continues to prosper in their hands. The accusations, however, are not as large as when the societies were first organized, but the goal, has, in my opinions, in no case abated.
