General:
In the matter of the report called for in Circular No. 6, from Head Quarters Asst Comrs. Va. dated at Richmond Va. Jany 29th 1867. concerning the general condition of Freedmens affairs in my District. I have the honor to state, that as far as Halifax and Mecklenburg Counties are concerned. I have up to this date received no reports from those Counties , which I presume is attributable to the fact that Lieut Scott only reported for duty under date of the 1st inst. and Lieut. Egbert has not yet reached his station.

In the other Counties. viz.- Prince Edward. Cumberland. Buckingham. and Charlotte. I have no changes to report, as the condition of affairs is about the same as existed at the date of my last Report on Oct 31st 1867.

I think, however, that the Freedmen generally, are dissatisfied with the men whom they have sent to the Convention, and seem to be realizing that they have been duped and humbugged by designing and unscrupulous politicians
