In compliance with Circular No 6, Series of 1866, I have the honor to make the following report of Bureau Affairs for Nov. 1867, of 1st Div. 9th Sub District, comprising Frederick County, Va. No contracts have been made within the month and at this season there is no demand for labor. The excitement consequent upon the late election is rapidly subsiding, and although the opponents of reconstruction are steadily organizing to defeat if possible the adoption of a constitution - Still a better feeling seems to exist towards the freedpeople than during registration, and few if any have been discharged for exercising the right of suffrage - The cause of Temperance is advancing and at Winchester a
