I have the honor to report the following through Hd.Qrs, 6th Sub Dist. Va. in compliance with Circular No. 6 dated Hd. Qrs. Asst. Com'r State of Va. Richmond, Va. January 29, 1866.
A few of the white citizens in this Division seem to be very much alarmed as they are again charging the Freedmen with arming themselves and organizing into Military Companies, they have reported it as a fact to Hd. Qrs. First Mil'ty. dist. Since Election I have traveled through this Division and inquired thoroughly in regard to this. I find that the only organizations that exist is that of the Union League, and none in the shape of Military organizations. They are charged with buying guns for insurrectionary purposes and I find that two or three Freedmen have purchased shot guns for hunting game, but the merchants will not sell them ammunition to hunt with.
