   In compliance with Cir. No. 6 Series '66 Hd Qrs Asst Comr Dist of Va., I have the  honor to make the following Report of the Condition of Bureau Affairs in this Division for the present month.
   I think, as a class, the colored have improved their circumstances during the past year. They seem general to have a clearer appreciation of the necessity of exertion and industry on their part to acquire the means of a livlihood, but of the class of destitutes, who  are unable to work, there has been a great deal, and will be much more, suffering the present winter, the condition of the destitute whites is the  same as that of the colored.
