To His Honor the Mayor and the Town Council of Lexington Va

Gentlemen
   
The numerous outrages that have been perpetrated on unoffending persons, of both sexes, in the town of Lexington on and since the evening of the 24th inst, more especially the deliberate shooting of one colored man on the evening of the 25th and another on the evening of the 27th, call for an immediate remedy.
   
If, by adopting a system of patrolling the streets at night, and the rigorous infliction of punishment on each and every one who offends, no difference what his rank or color may be, you can put a stop to this lawlessness, it is probable that no further action in the matter will be taken by the Military Authorities, who have already been notified of the state of things now existing; but if you can give no assurance of so desirable a solution of the difficulty being arrived at, I propose to, at once, request a company of infantry to be sent to Lexington to
