In compliance with Cir. No. 6. Series 1866, I have the honor to report the general condition of Bureau affairs in this Sub. Dist. for the month ending December 31st 1867. 
In the condition of the Freedmen there is no change since last report. They are industrious, temperate and peaceable and striving to the best of their ability to become self supporting. Their condition is that of dependent laborers upon hard and overbearing employers. The compensation for labor is wholly inadequate to supply their wants which leaves the aged, infirm and children with only the scantiest means to sustain life. For these aid in Clothing is greatly needed.
