I have honor to make the following report of Bureau affairs in general in my Division Comprising the Counties of Washington Russell Buchanan Scott Lee and Wise for the month of December 1867 as follows

I Relieved Capt ONeil at this post in compliance with S.O. No 123 dated November 24th 1867, and I found the freedmens school in Abingdon in session in charge of three teachers from the North having an attendance of some eighty pupils The Freedmen from what I can learn are doing very well but those who have large families to support are very much in need of comfortable clothing. I had repairs Commenced on the Bristol School House (for col' children) and a promise from Mrs. Boyd (col) to take charge of the School There has been some complaints made to me by the Freedmen whose term of Service with their employers has expired that they have a Difficulty   over
