I have the honor to submit the following report of "Bureau affairs in general in my Division of the 8" Sub. Dist. for the month of December 

There is no essential change in the condition of the Freedmen since my last report in which they were represented as being industrious, peaceable & as a general thing temperate-. At this particular season there is not as much call for labor, & consequently there are more persons without employ -, & during the holidays, being a general time of enjoyment, & relaxation, there is a greater disposition to indulgence, & a few cases of intoxication has been the result.

There can be but little doubt but that there will be a good deal of destitution among the Freedmen this winter & there will be a large call for clothing.
