General,

I have the honor to report pursuant to Circular No 6 Series 1866 from Head Quarters Ass't Com Dist of Va, that the general condition of Bureau affairs in the 1" Division of this Sub Dist comprising the Cities of Norfolk and Portsmouth and the County of Norfolk is quite good. Destitution does not as yet exist to any alarming extent, although measures will evidently have to be taken during the coming month, to relieve the classes of persons for whose benefit it was suggested in my report of last month that a Soup house be established. In accordance with instructions from Hd Qrs Asst Com, a Communication was addressed to the City Councils of the two Cities of Norfolk and Portsmouth on the 11th instant, asking what part of the Expense of supporting a Soup House could be borne by the City authorities.
