a reply has been received declining to give any aid, upon the grounds that the City had made ample arrangements for the support of its poor, although the frequent applications made for relief to these Head Quarters from the Freedpeople in Portsmouth, inclines me to the belief that they are hardly aware of the real extent to which destitution exists there, and the still greater extent to which it will exist before the close of the present Winter. From the Norfolk Council no reply has been, as yet, received, they having failed after repeated attempts, to hold a meeting. From consultation with individual members, however, I am of the opinion that when a meeting is held, their action will be unfavorable, as they fear that the Establishment of a Soup house would bring an influx of idle Negroes into the City from the County. They will undoubtedly hold a meeting within a few days when their action together with such reccommendation as the circumstances shall justify will be reported at once
