In compliance with provisions of Circular No. 6, dated Head Quarters Assistant Commissioner State of Va, Richmond Va. January 29th, 1866 I have the honor to make the following report.

With reference to the pecuniary condition of the Freedpeople there is but little change since my  report for November.  This dependence however is only temporary for within the next sixty days all the Tobacco Factories in Richmond will have resumed operations several new ones are included in this number, which will call for several hundred more workers of tobacco, than were employed during the past year consequently there is a certain indication of this class of labor being wanted and in good
