ensues. Their present unhappy condition will cause them to be economical and prudent with their earnings in the future. In view of the approaching termination of the Bureau and to promote the welfare of the Freedpeople I have requested the Pastors of the several colored churches of Richmond to call their people together and hold a series of meetings exclusively devoted to the work of temperance and the great importance of self dependence. In this I have been successful at least so far as calling of the meetings is concerned which will be held during the month of January. In the counties of Henrico and Chesterfield the Freedpeople are more independent than in the city. There is but few cases of want and suffering in either county. Complaints of injustice however in which they are taken advantage of by the whites are still rife and unusually large from this portion of the Division. These complaints are of a
