In compliance with Circular No. Six, Hd Qtrs. Asst Commissioner, Bureau of R.F. & A.L. Dist of Va. I have the honor to report, that the condition of Bureau Affairs has been very satisfactory the present month. The division of the crops goes on with very few disputes, indeed it is surprising that so few disputes arise where the contracts are nearly all verbal. There is a disposition on the part of a great many of both the Freedmen and whites to make contracts for the coming year and have them drawn up by me and explained. I have urged this course and believe it will save trouble in the future. The school work hangs fire. The Books are ready, but the Buildings are not. The Freedmen have had been obliged to devote their attention to the gathering and division of their crops. Their neglect of labor in attending too many meetings this Fall, has hurried them in their Fall work and the school work suffers in consequence. Christmas is the great Holiday. After that is over which will be the 5th of January I hope to push the Buildings
