General:

In compliance with existing instructions from Head Quarters Assistant Commissioner State of Virginia, I have the honor to submit the following report of the condition of Bureau affairs in the Counties of Nottoway and Lunenburg, V'a., for the month of December 1867.

This being the season when contracts for the old year have expired and those for the succeeding one have not yet been entered into, very little work is being done, the freedmen being engaged in seeking homes for the ensuing year and the employers in looking for hands. Those farmers who have dealt fairly and honestly by their laborers will have no difficulty in obtaining hands, and freedmen who have established a reputation for industry and capability now find their services in demand. There is not surplus labor in this Sub-Division
