I have the honor to report the state of feeling existing between the whites and blacks in my Division is growing worse. The Reconstruction Convention at Richmond and its proceedings as published by the State papers has caused the whites to become more outspoken and the hatred exhibited toward the blacks has become intense. And in my opinion if it were not for the presence of the Bureau officers and the military in the State outrages perpetuated upon freedmen would increase a hundred fold. 

During this year the freedmen have with a few exceptions in my judgement worked well and faithfully for their employers and will continue to do so so long as they are paid and furnished with wholesome rations. 

A majority of the freedmen have made contracts for the ensuing year and a few have purchased small farms and others are undecided as to the future  I advise all to secure work and deposite the money
