In compliance with Circular No. 6, Series of 1866, Hd Qrs. Asst. Comr. State of Virginia, I have the honor to transmit the following report, to represent the condition of Bureau affairs, or the condition of the freedmen and employers at this, the closing of contracts for the present year. The crops raised have been corn, oats and tobacco, which I believe is regarded as about an average crop, for the quantity of land tilled, with the exception of the tobacco, which crop in many places was somewhat injured by early frosts, and in others compelled to be cut before it had properly matured.

As my former reports have stated, the laborers have tilled the land both on shares, and for stated wages; In the former case the employer agreeing to furnish land, team, utensils and forage, the freedmen furnishing the labor.
