In the latter. wages have ranged from $8. to $10. per month with rations, quarters and fuel which latter system is fast coming into general use, by reason of the little complaint or discontent that it gives rise to on the part of the freedman. 

I have always recommended both parties to employ and work for stated wages, for then the freedman can be remunerated and satisfied. They can count and understand their dollars and cents, while, the divisions sub divisions and fractional parts they cannot understand and litigation, or at least arbitration is the consequence. But I am happy to state that there has been but few cases litigation, for by arbitration and with my assistance all cases of misunderstanding or mistrust have been satisfactorily disposed of.
