General
I have the honor in compliance with Circular No 6 Hd Qrs Asst Comr State of Va dated Richmond Va Jany 29 1866 to report the condition of Bureau affairs in my division for the month of December 1867. Nothing of interest has transpired during the month but very few difficulties have occurred between the Freedmen and their former masters in the adjustment of acc'ts for the year 1867.

No cases of destitution have been reported to me during the month, the Freedpeople have done very well the past year, but very little sickness has existed among them and but few deaths during the year. This is to be partially accounted for by reason of the abundant crops in this section this year.

All my efforts to establish a temperance society among the freedpeople have thus far been almost a total failure
