In accordance with circular No 6 C.S. I have the honor to report that Bureau Affairs are progressing as usual. This month has brought before me many accounts to look over for advice, and in this way I have become acquainted with their savings out of the years wages. I find that most of them have but little due them, this fact is somewhat to be accounted for in this way. Their experience is that money is hard to get and that if they do not deal it out pretty closely they will have to wait for it much past the end of the year. In another way much of the Freedmens wages are used up and he receives but little for it. Persons who owe them give them orders upon the Stores of the neighborhood, the Merchant knowing that he will have to wait for his pay for the goods sells them for an advanced price on what he would it it
