was cash in hand. This has been often complained of but I know of no remedy except to advize them to do as little of it as possible.

I believe that the general condition of the Freedmen is better than it was this time last year. Some of those that worked for a portion of the crop this year are now rather short, the expenses incurred taking up about all their portion, from the fact that this has been an unusually bad year for some on the uplands of the counties composing this division. Some few have saved enough to buy a few acres of land and if there was a disposition in persons who own lands to encourage them to buy homes I am of the opinion that many more would do so. the very opposite is the case. 

The cause of Temperance while it can not be said to be on the way to great success. Yet but very few have even during the holydays been the worse in their conduct on account of Liquor.
