General:
I have the honor to report in compliance with Cir. No 6. Hd. Qrs. A. Comr. Va. Jany. 29th 1866 that the condition of Freedmens affairs is favorable generally speaking as I have heretofore reported. Old contracts are being settled and new ones being made. I observe that in the settlement of old contracts generally not much remains to the credit of the freedmen and they are occasionally in debt from having consumed more than they have made during the year. This is owing in my opinion to the prevailing inability among them to appreciate the necessity and duty of looking ahead and providing for the future. It is practicable for them to do this in this section, and I believe they will, for it is plain that they have generally done better this year than last. Most of them take care of the present very well now
