General;
Pursuant to Cir. No. 6. dated Hd. qrs. Asst. Comr. State of Virginia, January 29, 1866, I have the honor to report that the condition of affairs has not materially changed in this division since last report.

Civil Authorities.
The Civil Authorities still pay the same inattention to their duties as heretofore causing an entire lack of confidence by all classes in their administration of justice.

Temperance. 
The Lincoln Temperance Society in Williamsburg is meeting with fair success.
