I have the honor to make following report for the month of December 1867 In compliance with instructions contained in Circular No 6 Series 1866

The feeling between the Whites and Colored people of this County is of a very unfriendly Caracter and has been So Since the elections in October last. The Whites are Constantly denouncing the Freedmen for voting the Radical ticket and Consequently threaten the Freedmen with all kinds of future violence The Freedmen are very Quiet and pursue the usual tenor of their way and are no way's at all frightened having been absent 20 Days of this month I Cannot Say much in regard to the Complaints made by the Freedmen against their employers I am informed that a great many Colored
