General:
In compliance with Paragraph 6 Circular No 10 Head-quarters Assistant Com'r State of Virginia series of 1866, I have the honor to report that two criminal cases came before the Franklin county court at the December term, in which colored persons were parties, and in both instances the evidence of colored persons was admitted and I believe full weight was given to their testimony, and the law relating there to carried out in good faith.
