Brown Asst Commissioner Richmond Va General, Pursuant to instructions contained in Circular No. 6. Series 1866 Bureau Ref Freeman and Abandoned Lands for Virginia, I have the honor to report that the state of feeling existing between the White People and Freedmen of this Division, continues to be quite good, but the times show quite a strong tendency to the contrary, owing of course to political excitement, which thus far has not been very great; as yet there have been none discharged from homes, by reason of having exercised the right of suffrage, but from the daily conversation of the people.
