General:

In compliance with circular No" 6 S. 1866. I have the honor to report, for the month of December 1867, that the feeling between the two races has not changed since my last report. The numerous threats that have been made during the several month pasts of discharge &'c on Christmas have not been fulfilled. Contracts for labor, for the coming year are freely made, with the freedmen. The parties who were in favour of discharging every colored man, who voted contrary to their desire, have utterly failed. they are compelled to have their labor, and can get no others to replace, in their stead, except of the same class.
