inconsiderate boys and young men- Indeed the [[strikethrough]] y [[/strikethrough]] citizens know that the life of no one who ventures out into the streets after nightfall is safe, for white and black are now both armed, and there is no knowing at what moment a collision may occur between the two races-

It is an unfortunate circumstance that, with their warm tempers and hasty conclusions, the Freedmen do not discriminate between the students and the White citizens of the county - All are alike viewed by them with hatred as their enemies, and as endorsers- if not perpetrators- of the wrongs committed against them-

I have called on the town council and made a statement of these grievences, and communicated to it's members the fact that- as Military Commissioner- I propose to ask for a company of soldiers to be stationed here for police purposes, unless said town council immediately inaugurates an efficient system to preserve the public peace by having the streets regularly patrolled at night and by arresting [[strikethrough]] every [[/strikethrough]] and punishing every one who breaks the laws- no difference what his rank or color may be-

I have already corrisponded with Maj. Genl. Wilcox- Commanding the Sub-District of Lynchburg on this subject-
