General,
In compliance with Circ No. 6. dated Hd Qrs. Richmond Va. January 29. 1866. I have the honor to report, that the feeling between the Whites and Freedmen to be about the same as reported last month. There seems to be a determination among the Whites to make the Freedmen bend to their will in regard to exercising the elective franchise. I have been told that Blank Contracts are circulated in this County containing a clause binding the Freedman to do as the employer directs in regard to voting. I have not seen any of these contracts. If this should be carried into effect there would be a small portion of Land in this County cultivated this next seasons. The late inclement weather causes considerable suffering, but not to that extent as to require the aid of the Bureau. The schools are not well attended. The teachers report a lack of proper clothing among the children. There seems to be more of a disposition among them in this county to steal poultry and other eatibles [[edibles]], to the great annoyance of the citizens generally. This is carried on to a greater extent than I have noticed in other counties.
