Genl.
In compliance with Circular No. 6 Dated Hd. Qrs. Asst. Com'r. Va. Richmond Va. January, 29th 1867, I have the honor to report that the Freedmen have done well during the present month, although the feeling on the part of the Whites against the Loyal League has been very bitter and they have threatened with dismissal all who belonged to the same. The Freedmen in order to counteract this move suspended further operating of the League and are fast contracting for the ensuing year. No instances of Freedmen having left their employers or of the employers having discharged any as yet have come to my knowledge

I am Genl. very Respectfully
