General: - 
In the matter of the Report called for in Circular No. 6. from Head Quarters Asst Commr. Va. dated at Richmond, Va. January 29th, 1867, concerning the general condition of Freedmen's affairs in my Sub District. I have the honor to state that as far as Halifax and Mecklenburg Counties are concerned, I have up to this date received no reports from those Counties, which I presume is attributable to the fact that Lieut. Scott is absent on leave and Lieut. Whitten has not yet reported for duty. 

In the other Counties in my Sub District viz: Prince Edwards, Charlotte, Cumberland, and Buckingham, I have no changes to report, except as to some cases of extreme destitution, both in regard to food and clothing. Unless the winter is very mild, there will be much suffering unless prompt assistance is rendered from some source. 

The reports that have been widely spread, and that have gained considerable credence, in regard to a "reign of terror" in some of the Counties in this Sub
