I have the honor to forward, through Hd Qrs 6th Sub-Dist Va, the following report in compliance with Circular No 6, dated Hd Qrs. Asst Com'r State of Virginia, Richmond Va. January 29 1866.

The feeling between the whites and blacks of this Division remains about the same, a great many complaints are made to me by the colored people in regard to the division of the crops made last year with those working in shares, there were but very few contracts executed in this office last year, those that were I hear no complaints from, those Contracts executed inside of this office are in many cases made different from the bargains first made and not properly explained to the colored people. It is my opinion that the colored people will never receive just compensation for their labor unless every person be compelled to have written contracts executed by the Bureau Agent. Many are compelled to work the
