Pursuant to Circ. No. 6 Hd. Qrs. Asst. Com. Va Series 1866, I have the honor to report the condition of Bureau affairs in this Division.

At no period, since the organization of the Bureau, has the closing year brought with it brighter prospects or more encouraging results. Various and vital changes affecting alike the moral and material welfare of the freed-people have been effected; guaranteed protection in life and property under the laws, provided with a thorough system of school education and accorded the right of suffrage, the freed-man has accepted these great benefits and taken advantage of them in a manner creditable to himself and encouraging to his well wishers.
