labor and means expended by the Bureau in advancing the educational interests of the freepeople, have resulted in the establishment in this section, of as thorough and complete a school system as could be attained, even under more favourable circumstances. The new school buildings, referred to in report of Oct. 1867 and now completed and in operation, and the means of acquiring, at least a primary education, and now open to all. The school reports will show that the freepeople have not failed to avail themselves of the opportunities for improvement thus offered.
The surplus population of the County of Elizabeth City is being gradually but surely reduced; during the current year transportation has been furnished Two Hundred and eighty one, (281) freedpeople to Boston, Lfass, where they are provided with comfortable homes and remunerative occupation. Transportation has also been furnished to Two Hundred and Nineteen (219) Freedpeople to points in and out
