General

I have the honor to make the following report of Bureau affairs in general in the 1st Div of the 8th Sub Dist of Virginia comprising the counties of Wythe, Bland, Lazewill, Smithe, Grayson, & Canal.

I was relieved from duty in this Division & ordered to the 2nd Division of this Sub Dist on the 22 ult which will explain why this report is dated on the 22nd of this month

There has been no particular change in the condition of the freedmen of this Div since my last report with the following exception Increased Distribution in regard to clothing & provisions as well as home comforts generally is manifesting itself as the inclement season of winter advances- In clothing the supply furnished by the Government falls very far short of the demand & in order to furnish the most destitute it has been necessary to turn away many applicants who were really needy

Many freedmen complain that they are not able to obtain employment; these are however mostly transient persons & those who have failed to make contracts for the year
