In compliance with the provisions of Circular No 6. Bureau R. F. & A L Hd Qrs A.C. Richmond, Va. Jany 27th 1866. I have the honor to submit the following report with reference to the condition of Bureau affairs in this Division.

The spirit of opposition which has been more recently developed upon the part of the whites towards the colored, is rather on the increase than otherwise. Awakened, as it was, with the first exercise of the privilege of suffrage by the colored people, it seems to intensify now that the time is approaching when there is a prospect of their being permanently invested with political power.

As a result in the administration of the law, while I have no cases to report of absolute injustice, there is frequently a failure to
