General:
In compliance with Cir. No. 6 from your H'd. Qrs. of Jan'y 29, 1866 I have the honor to report that the condition of the Freedmen's affairs is not materially changed from what I have heretofore reported. All are things as favorable as could be expected and general progress slowing making among the freedmen and gradual adaptation progressing among the whites to the freedom equal rights and citizenship of the blacks. The temperance movement has not been very successful as yet in inducing total abstinence except at this place. Rev. Mr. Stockwell of Richmond  visited us a short time since and by bringing to bear religious influence succeeded in forming an organization and getting quite a large number to sign the pledge. Maj.
