In compliance with Circular no 6 - Hd Quarters Asst Com. Bureau R. F. & A. Lands - dated Richmond Va Jan. 29th 1866 I have the honor to report that the affairs of the Freedmen in my Division are in a good condition - No objections seem to have been made by the Freedmen - in regard to entering into Contracts for the present year - And in all I can learn - The two races being satisfied with former contracts mutually fulfilled - an in a frame of mind - to work together for the advantage of both - The Freedmen of Madison Co. -, as mentioned in last report - had resolved to establish a school at Madison C.H. and had applied to me for assistance from the
