General,
In compliance with Cir No 6 Series 1866 from Hd Qrs Asst Commissioner Dist of Va I have the honor to report: that the General Condition of Bureau Affairs in this Div of 1st Sub District is good.

The Sanitary Condition of the Division is Excellent, very little Sickness having been reported, The Old Folks Home having been broken up no Rations have been issued during the past month, and the probabilities are that no Rations will be required in this Div, the Colored people Express themselves as able to take care of themselves if they can have a fair chance, Many have already applied for portions of the Wise Farm, Most of them desiring to rent from (5) five to (10) ten Acres, The Manner of renting the Farm
