General,
Pursuant to instructions contained in Circular No 6 Series 1866. Head Qrs. Bureau Ref. Freedmen and A. Lands, State of Virginia, I have the honor to report that the state of feeling existing between the White People and Freedmen of this Division, not to be as good as heretofore reported, owing to political excitement, caused of course by the efforts to organize a White Mans Party.
The Freedmen are nearly all getting homes for the ensuing year and seem to be very quiet in all their political doings - as they rarely have any meetings.

I don't think any will be discharged from employment in this Division on account of  exercising the right to vote as they choose - as nearly all of the farmers are anxious to make a large crop this
