General,
In compliance with circular No 6 Bur. R.F. & A.L. Jany 31st 1866 I have the honor to report as follows

The feeling existing between the whites and freedmen of this Division is in general friendly: the whites apparently being disposed to treat them (the blacks) with justice. No instances of ill treatment have come under my observation or have been referred to me. The freedmen are inclined to make many petty complaints of unjust or (sometimes) fancied injustice but in most cases an informal hearing and action is sufficient to ensure justice if they have actually been ill used, or if their complaints are groundless,
