Many freedmen are endeavoring to collect their families who have been scattered far and wide and I have frequent applications from them for their children, or, for authority to take them from those with whom they may be living. I have made it a rule to give children into the hands of their nearest relative for control, in cases where they are claimed by such and where there is no good reason for different action.

The blacks are in a remarkable degree free from the vice of drunkenness. They are, I think, beginning to feel that they are responsible beings and to look upon their freedom in its proper light. There is a growing self respect evinced among them.
