General,
In compliance with Circular No. 6, Bureau of Refugees, Freedmen & Abd Lands, Hd. Qrs. Asst. Commr. State of Va. Richmond Va. dated January 29, 1866, I have the honor to report that the feeling existing between the blacks and whites is about the same as usual. 

There is but little intemperance among the Freedmen in my Division.

Quite a number of Contracts between whites and Blacks have been consumated at this Office during the month, but the larger portion of the Freedmen work without written contracts or under contracts not made at this Office.
