General;
Pursuant to Cir. No. 6. dated Hd Qrs Asst. Comr State of Va. Jan 29. 1866. I have the honor to report that the condition of Freedmens affairs has not materially changed since last report. The Freedmen generally speak very hopefully of their future and appear imbued with a determination to push forward their best interests as rapidly as possible.

Schools.
The Schools under the pay Systems are very well attended and the pupils are progressing finely. Two new Schools will be opened next month in James City Co.

Temperance.
The cause of Temperance has met with considerable attention during the past month, and the "Lincoln Society" is meeting fair success.
