Under the requirements of Circular No. 6 series of 1866 Hd Qrs Asst Comr state of Va. I have the honor to report that the freedmen have generally completed & made contracts for the present year and secured homes where they have contracted for an interest in the crops they are to receive about the rates and amounts as they did for last year, but where they have hired themselves for money wages, the rates of such wages are somewhat reduced from those of last year, occasioned by the low price of cotton. The Freedmen in this division prefer & desire to have the contracts which they make with the whites written & ratifies at this office, but the whites on the  other hand discourage this in them & do all they can & prevent them from coming here to make even any statement or received any advice regarding their contracts, but try and do in many cases take
