In compliance with Circular no 6 dated Hd Qrs Asst Comr Va Richmond Va January 29th 1866 I have the honor to repeat no change in the state of feeling between the White and Freedmen the condition of the Freedmen in this county is very fair taking into consideration the severity of the weather. The men are employed (those who wish employment) there is some suffering among the women and children. The teachers cases where children cannot come to school for want of shoes and prosper clothing. Quite a number of cases have come to me during the past month of nonpayment for labor last year which have mostly been settled. The School ure a copy of those contracts referred to in my last report. My information came from a reliable gentleman I have requested all loyal citizens to try and obtain copies.
