General:-
In compliance with Circular No. 6. from Head Quarters Asst. Comr. State of Va. dated at Richmond Va. January 29th 1866. concerning the general condition of Freedmen's affairs. I have the honor to submit the following report, for the month of January, 1868.

Reports from the Officers in charge of Divisions in this Sub District indicate no marked changes in the general condition of Freedmen's affairs, unless it be to the effect that the same anxiety is not manifested by them to secure employment as was observable one year ago. In Halifax, Mecklenburg and Buckingham Counties, complaints have reached the ears of the Officers indicating the same old constitutional disposition on the part of some of the planters to swindle, and in various ways defraud the colored people of their rights. This state of things will continue as long as the Civil Authorities cannot be relied upon for the protection
